FOIA Request to Quincy College regarding Chinese National students on June 16, 2025.

A Freedom of Information Act (FOIA) request was submitted to Quincy College by the Norfolk Reporter, seeking detailed records related to Chinese National students enrolled at the institution. The request was made under the Massachusetts Public Records Act § 66-10 et seq., with a preference for receiving the information in electronic format.

The request comprises several specific inquiries:

1. A list or document showing all current students who are Chinese Nationals, including their department of study. If this information is protected, a total number of such students and a breakdown by department were requested instead.

2. Documents detailing scholarships received by current Chinese National students, specifying the amount and source of each scholarship.

3. A list of recipients of scholarships affiliated with the Chinese Scholarship Council if not included in the previous request.

4. Policies or procedures outlining how Quincy College monitors its students, including Chinese Nationals, to protect intellectual property and other confidential information.

The FOIA request emphasizes that if certain student information is protected and redaction is necessary, it should be applied where appropriate. Additionally, if redacting becomes burdensome but grouping information does not result in loss of detail (specifically for the first request), then grouping may be utilized.
